Belle was the daughter of Charles Christopher Snowden & Minerva Frances Portwood Snowden. She married William E. Riley, the son of William E.M. & Nancy Hunley Riley, on September 9, 1872 in Madison County.

The couple were the parents of Katie, Charles Christopher, John Christopher, James "Jim", Minerva, William Paul, Laura, George and Maude Riley. Mrs. Riley passed away from the effects of bronchopneumonia, with a duration of nine days, complicated by a history of lobar pneumonia and organic heart disease.
