Lucy was born in Portage, Ohio to Mary Crouch and Charles Bates. In 1842 Lucy's parents and some siblings joined a wagon train traveling west. Lucy's mother died on the trip and, with the help of Native Americans, was buried in the prairie near Eddyville, Iowa. Lucy's 2 youngest brothers also died at this time.

Lucy's family settled in Monroe, Iowa where many of her older sibs lived for at least a while. In 1849 Lucy married another newcomer to Iowa, Adam Johnson. They had 8 children, one of whom was adopted.
