Phillip was the son of the late Harley and Bertha (Johnson) Hartley. He was a graduate of Muncie Central High School and the University of Pennsylvania in Philadelphia. He was a partner in the Hartley Oil Co, a local heating oil supplier. His memberships included the Kiwanis Club, Masonic Lodge and the First United Presbyterian Church. Siblings Fred Johnson Hartley and Roy Hartley, and Winnie (Hartley) Harvey, predeceased him. At the time of his death, he was survived by his wife, Martha Vinton Hartley; a sister, Mrs. Eugene Nutting, Niagara Falls, N. Y. and a brother, James Ross Hartley, Muncie.
