William was the eighth of sixteen children of David Tharp and Eleanor Tracy. He was raised in Licking County, Ohio, and moved with his family to Fulton County, Illinois, in the 1850s. He married Lucy in about 1861. It is believed that he died in the early part of the Civil War as a soldier with the 76th Regiment of the Ohio Infantry.
