Louise was a daughter of Millard and Jennie Irene Rice Wachter of Charlesville, Bethel area of Tuscarora District, and wife of Howard T. Chipley.

Louise had been a homemaker for most of her life and Charles and Louise made their home near Harmony Grove.

She was a member of the First Baptist Church of Frederick.

Surviving Louise are one son, Donald C. Smith and wife Vera, of Walkersville, one daughter, Nancy L. Yingling of Frederick, three grandchildren, John S. Yingling and wife Jean, Jody M. Yingling, and Terri L. Miner and husband David; three great-grandchildren and many nieces and nephews.

Louise is also survived by the following siblings, Edward D. and Thomas E. Wachter, both of Frederick, Charles Wachter of New Midway, and one sister Jennie Dotson of Knoxville.

She was predeceased by brothers, Millard, Phillip, Calvin and Frank Wachter.
