Dessie was born on February 9, 1916 in Red River County, Texas to Richard Emmitt Batchelor and Rosie Viola Bishop.

Dessie had many brothers and sisters; Everett Leon, Emmitt Lee, Irene Agusta, Maggie Arizona, Lottie Cleo, R.V., Robert Daniel "Mutt", Ray, Della Fay and Delbert Savoyee (who died when he was 7 months old).

Dessie married William Washington "Bill" Rhea and to that union was born one daughter, Mary Louise Rhea and one son, Carlos Rhea.

Dessie passed away on July 15, 2001 at her home in Oak Grove, Texas and was buried in Gravel Hill Cemetery, Bowie County, Texas.
