Willis was born in Ellenberg, Ney York and moved to Nebraska with his family in 1880. His mother died in 1881, and his oldest sister, Martha became guardian of him, his brother, Coral, and his sister, Laura. Martha died shortly after that and Phillip Funk became their guardian. When Willis attained age 21 in 1894, Mr. Funk bought the property that Willis had inherited from his sister and he was out on his own. He married Etta Imel 25 February 1896.

After their marriage, Willis and Etta lived in Minden, Nebraska, until after their first two sons were born, moving to Colorado in 1901, settling on a homestead four miles south and two miles East of Kersey. Their main crops were Sugar Beets and Corn. The couple were blessed with twelve children. The first two children were born in Nebraska, Melvin Leslie (1897-1966), and Clinton Raymond (1899-1959). The other ten children were born on the homestead in Colorado, Theodore Roosevelt (1901-1925), Laura Alice (1905-1972), Luria Viola(1908-1981), Harold Willis (1910-1981), Marvin Corlin (1912-1975), Earl (Stillborn 12 December 1913), Glenn Bernard (1915-1973), Irene Frances (1917-2002), Robert Lee (1919-1997), and Ina Lanore (1920-2004). On the loss of their farm in 1922, they moved into Kersey.

In 1927, they moved to Greeley, Colorado, where Willis had a garden tract, growing vegetables to sell. Willis became ill and was confined to a hospital until his death. Etta was a wonderful cook, housekeeper and seamstress. She took care of her own family and worked outside the home to support the family. She cleaned other people's homes, worked as a cook in restaurants, faculty club kitchen, and the boy's dormitory at the college in Greeley.
