He was one of fourteen children born to Margaret Jane (Vallely) and James B. Rock, who were (married) immigrants from the townland of Cladybeg, County Armagh, Ireland to the U.S. in 1866, emigrating to Vermont. Two of his sisters died young: Ellen (1878-1880) and Sarah (1886-before 1900).

Husband of Ethel Abagail (Bean), whom he married on 13 Jul 1904 in Lyndon Center, Vermont. Uncle and adoptive father of Margaret Agnes (Rock) Peszynski.
