R. D. was the son of Rev. Angus D., Sr., and Susan (Locklear) Locklear. He married Rockey Jane Cummings. His brother, Alvin, married Rockey Jane's sister, Mary Cummings.

The following was taken from the Sep. 3, 1954 edition of THE ROBESONIAN:

R. D. Locklear of the Mount Airy Baptist church community, died early Friday morning in Scotland Memorial Hospital in Laurinburg.

He is survived by his wife and nine children. Funeral plans are incomplete at this time.
