James Armstrong, son of Mary Ann (née Ward) and James A. Armstrong, was born in Arthuret Parish, Cumberland, England. James immigrated to the United States with his parents and siblings, arriving on 23 May 1870 in New York on the S. S. Europa, but, then being an infant, he was not included in the ship's passenger list. The Armstrong family soon established themselves on a farm in McLean County, Illinois.

James Armstrong was 12 when his father died in 1877. His mother remarried, and in 1880 James Armstrong was living with his mother and step-father John Nichol in McLean County. The Nichol household, presumably including James Armstrong, relocated in 1883 to Nebraska.

James Armstrong and Martha Bell Noble were married on 14 February 1900 in Shenandoah, Page County, Iowa, where the bride's family resided. The couple had one child, Loree.

James Armstrong worked as yardmaster and engine foreman for the Union Pacific Railroad, beginning in 1900 in Columbus, Nebraska, and from 1918 in Beatrice, Gage County, Nebraska. He retired in 1936, and moved to Lincoln, Nebraska
