Franklin was born in 1834 to Thomas and Eliza (Ferguson) Read of Chautauqua County, New York. He moved to Brookfield township, La Salle County, Illinois to farm. He spelled his last name as "Reed" rather than the "Read" spelling used by his parents and siblings.

He enlisted at Brookfield as a private with the 53rd Illinois Infantry. He lost an arm and a leg at the battle of Jackson, Mississippi and died of gangrene in the hospital at St. Louis. Only 66 of the 250 men in this regiment came through that battle.

Franklin was not married. He was one of eleven brothers and sisters. His brother Henry Read also died during the civil war while in service with a New York calvary regiment.
