He was the son of Emery and Mavis Henley Allen, born near Grange Corner in Parke County. He married Barbara E. Hayman on October 15, 1949 in Covington, Indiana.

He was raised in Wingate, graduating from Wingate High School. He lived most of his life in rural Hillsboro. He was a life long farmer, farming in Richland and Cain Townships in Fountain County. He raised cattle and retired from farming in 1982.

He was a member of the Hillsboro United Methodist Church; member of the American Legion Post #288 of Veedersburg and the Fountain County Farm Bureau. He was a veteran of the U.S. Army serving during WW II. He saw action in the European Theater.
