Russ was born January 1, 1895 in McWilliams, Armstrong County, he was a son of Alva Clarence and Mary Catherine (Neese) Smith. He was married to the former Edna Pearl Mowery on June 1, 1921, at Mayport.
A World War I veteran, Mr. Smith was a dairy farmer until his retirement in 1967. He was a member of the North Freedom United Methodist Church.
