Frank (the family called him Risk) was the fourth [of twelve] children and second son born to James Frank and Anna Moel Stochl. His father was quite a successful farmer and rancher and he grew up on the family farm, northeast of Solon. He married Beulah Randall late in 1917.

Risk had a severe attack of acute appendicitis on February 22, 1919 and was taken to Mercy Hospital in Cedar Rapids for treatment. While there, he developed a cold but was released when it seemed he was recovering. He returned to Solon on Saturday, March 22 to the home of his in-laws, Mark and Iowa Randall in Big Grove, just west of Solon. He had a relapse, developed bronchial pneumonia and died the following Thursday. He was just 25 and he and Beulah had only been married sixteen months.

He is buried next to his wife.
