Thomas Oliver Hays was born in Newark, Wise County, Texas to Thomas Irving Hays and Janetta Rebecca Phillips Hays. He was the fourth child born to this union, which included siblings Beulah May, Samuel Lee, Lillie Bell, Addie Ruth, Clarence Edward, Lawrence Wilson, Pernedia Frances "Nita", and Jewell Dean Hays. On January 19, 1935, he married Ina Marie Hollis in Henrietta, Texas. They had four children, Tommie Marie, Clarence Eugene, Homer Lee, and Jo Lane Hays. During his marriage to Ina, they lived in Clay County, Texas and Deming, New Mexico, where he farmed. They later moved to Dallas, Texas, where their marriage ended in divorce. Thomas Oliver or T.O., as he was called within the family, returned to Deming, NM and lived and worked on some of their farms during farming seasons.
