Ida Belle (Noblitt) Mills was the daughter of Abraham and Elizabeth (Gibson) Noblitt. Her siblings were: Nancy Jane, Mary, James, Sylvester, Luvina, Abraham Jr. (Boone), Sarah Ann, Elizabeth Sophronia, Samuel, Emma, and Hiram.

She married Albert M. Mills in Alhambra, Illinois on January 24, 1889.
They were the parents of one daughter, Ethel Valaria Mills.
