He attended school in Jacksboro and graduated from Jacksboro High School. He was a United States Army Veteran and a retired electrician. He was a member of IEBW (Electrical Union) and he was also a photographer for FBI. He was a member of the First United Methodist Church.
He is preceded in death by his parents; brothers Cecil, Lewis and Walter Riggs and a sister Louise Stutt.
He is survived by his brothers Bobby Riggs and Don Riggs of Jacksboro and a sister Alta Haines of Courd'alene, Idaho.

Services will be Friday October 12, 2007 at 1:30pm at the First United Methodist Church in Jacksboro. Burial will follow at Oakwood Cemetery.
