Ruth was the daughter of Frank Turner and Frances Turner. She was educated in the Houston County School System. She was employed by the Houston County School System at Perry Elementary School until her retirement. She was a member of Sandbed Baptist Church in Kathleen, Georgia where she was a member of the Senior Choir.
She was married to James Askew, they had 4 children.
