Theodosia was the daughter of Stephen Calvin Bailey and Zilpha Jane Griffith from Fannin County, Georgia. She was married to A. A. Miller, a barber, and they had two daughters, Lois (Gray) and Mable (Cupp) and a son Homer, who died at age 14.

Theodosia had 7 siblings: Arthur, Thomas Dawson, Stanton, Loretta, Ruth, and Everett, and a little sister, Luzena who was born and died the same day, in 1896.

The family was forced to relocate when the Blue Ridge Dam and Lake were constructed in 1926 and Arthur, Thomas, Stanton and Everett and their mother Zilpha Jane moved to Polk County, Tennessee where they remained the rest of their lives and raised their families there.

Theodosia's mother Zilpha, and all her brothers are buried in Antioch Church of Christ in Polk County, TN. Her father, Stephen, is buried in Old Wilscott Cemetery in Fannin County, Georgia.
