Thomas was the son of Stephen Calvin Bailey and Zilpha Jane Griffith. His siblings were Arthur, Theodocia, Loretta, Rutha, Stanton and Everett, all raised on the banks of the Toccoa River in Fannin County, Georgia. He and his mother and three other brothers were forced to relocate when the Blue Ridge Lake and Dam were being built in 1924. All of them purchased farms in the Benton and Ocoee area of Polk County where they raised their families and lived out their remaining lives as farmers.

Thomas was married to Florence Tarpley, daughter of George Washington and Amanda Jane Chastain Tarpley, and they were parents of a son Kenneth, and a daughter Laurene who died at twelve years of age of a ruptured appendix. Thomas and Florence were faithful members of Antioch Church of Christ, and Christians who lived their faith each day of their lives.
