Ruth was the daughter of Stephen Calvin Bailey and Zilpha Jane Griffith raised on the banks of the Toccoa River in Fannin County. Her siblings were Arthur, Thomas D., Theodocia (Miller), Loretta (Long), Stanton and Everett.

She was married to John Fernando Tarpley and they were parents of Geraldine (Oliver), Hudson and Virginia (Kreis.)

Ruth married 2nd a Long, no children.

She and her sister, Loretta, both taught school in some of the little one room schools in the Blue Ridge area.

She spent her last years in Lansing, Michigan where her daughter Geraldine lived, and was always a friendly, loving, caring person and loved by all who knew her.
