Fred Garrett was the first son of Lucian Garrett and Emily Cole-Reed Garrett Blakeley of rural Onawa, Monona County, Iowa. He later wrote a family book, a sort of auto biography, called "the Garrett Book" or "Uncle Fred's Book" by family members. In it he details the family tragedy caused by the early death of his father, Lucian. His mother made some mistakes and lost the farm in Iowa. Fred being the oldest, worked hard, and later moved to California. But his younger siblings did not fare as well.
Fred established a moving company and was present in Oakland during the 1906 earthquake. He married Edith Court and they had two children. He also cared for his elderly mother, Emily, who was mentally ill. He is buried beside her.
