Harvey Peery Bailey was born 25 December 1847, in Baptist Valley (now Cedar Bluff) Tazewell County, Virginia. He was the son of Hugh S. Bailey and Margaret Helms. He had a twin brother named Hugh Estil Bailey.
Harvey was a graduate of Vanderbilt University in Nashville Tennessee. He married Sarah E. Frazier who was born in Riverdale, Tennessee and probably met her when he went to college. Family tradition lists Harvey as a Methodist minister but Harvey's granddaughter stated that her grandparents were school teachers. In 1910 they were listed in Presido County Texas as teachers.
In 1920 they moved in with their only son Frazier who bought a house in Orlando, on Fairview Lake. They both died there.
