Samuel was the son of Samuel and Sarah Williams Snoots and the step-son of Annie Bates Stout Snoots. He was survived by his wife, the former Mary Dawson. He was also survived by children Ada Snoots, Emily Shumaker, Anna Orrison, L. Darrol, Eva English, S. Lilburn, Edna, Mary Taylor and Alma, several grandchildren, siblings I. Washington, Burr and Thomas Snoots, Mary Spring and Ellen Compher, and half-brother Roger Snoots.
Samuel was predeceased by a daughter, Grace, in 1899.
He was a farmer.
