Stephen was the son of Samuel and Sarah Williams Snoots and the step-son of Annie Bates Stout Snoots. He was the husband of Dorcas McGaha, who died in 1909. He was preceded in death by 2 children Arthur in 1928 and Odie Butler, who died with one of her children in the 1918 flu epidemic. He was survived by children Nina Clark, Genevieve Looker, Ella Dixon, Willie, Bertie Phillips and J. Chester, as well as grandchildren, great-grandchildren and siblings I. Washington, Burr, Mary Spring, Samuel L., Thomas, and Ellen Compher and half-brother Roger.
Stephen was a retired farmer.
