Charles was born in Iowa. His parents were James Martin Howe (from Butler County, Pennsylvania) and Bettie Miranda Gillett (from Illinois); his father was a farmer. He was the oldest of ten children, including: himself, Jennie; Carlen; Jessie; Ida; Earl; and Ira. He married Julia Low and they had four children: Mary Belle (Mabel) born May 15, 1893 (adopted); Vera Belle born March 21 1904 in Iowa; Alvin, a baby boy born December 18, 1905 and living only 28 days; and David Charles born December 3, 1922 in Oregon. Charles worked as a farm laborer and machine worker. His wife Julia had health problems, so they moved to Tampa, Florida in the mid 1920's. Sadly, she died in 1927. Charles moved back to Iowa with his young son, David, where in the 1930 census they are listed as lodgers with a family. On December 10, 1933 he married Lottie Solverson.
