Vera Belle Howe was the daughter of Charles Howe and Julia Low. She had an older, adopted sister, Mary Belle (Mabel) and two brothers, Alvin (died as a baby) and David Charles Howe. Vera married in 1923 to a Mr. Moen, but divorced three years later. Her second marriage was to Benjamin Elton Pugsley of Caldwell, Idaho in August 1931 with whom she had three children. Her parents moved to Florida in the 1920's hoping the climate would help her mother's health; unfortunately, it did not. Her mother Julia died in 1927. Her father, Charles, married Lottie Solverson in 1933.
