The son of Joseph C. Bell and Azubah Nairn, Elbie married Minnie Cockrell on 25 Jul 1917 in Batchtown, Calhoun County, Illinois. He was a farmer, and they were the parents of 5 children.

Elbie served in the United States military during World War I. He was a private with the 1st Battalion, 160th Depot Brigade.

At the time of his death at his home in Batchtown, Elbie was 80 years, 6 months and 27 days old. He was survived by his wife, Minnie; 5 sons, Herbert of Batchtown, Carl of Normal, Illinois, Pat of St. Charles, Missouri, Lt. Col. Kermit of Memphis, Tennessee, and Sgt. Major James Bell of Germany; 7 grandchildren; 1 brother, William of Batchtown; and 1 sister, Cuba Fiedler of Batchtown.

Visitation was held after 2 p.m. on 20 Feb 1971 at the C. C. Hanks Funeral Home in Hardin. Funeral services were held there at 2 p.m. the following afternoon.

Elbie's wife, Minnie, passed away in 1989 and was buried next to him.
