Florence was the daughter of Francis Marion Rude (1852-1908) and Alice Winifred Snodderly (1863-1916). She was first married to Edward Siskron Gallagher (1870-1948) on September 20, 1904. She and Edward had 2 sons, Edward Keith (1905-1967) and John Vincent (1909-1982). This marriage ended in divorce.

Florence was married second to Daniel Foley, Sr. (1885-1970), on May 11, 1921, in Stockton, San Joaquin County, California. She and Dan had one son, Daniel Foley, Jr. (1924-2003).

Florence lived most of her married life in Vallejo, California.

She is buried in the Abbey of Chimes Mausoleum.
