William was the second child of Riley Casner and Nancy Maria "Myra" Fields Miller Casner. Riley and Nancy were married July 2, 1864 in Wasco Co., Oregon. To this union were born four children.

Riley, with his young family, and his mother left Oregon to go to California to locate two of his brothers who had gone there in the 1849 gold rush. While crossing the desert in California in 1873, the wife of Riley and two of the children (Nancy and Joseph) died of a fever. In addition to William, another brother, Riley Jr., survived.

William did keep in touch with his father who settled in Yavapai Co., Arizona in 1875. His father passed away in 1909.

His brother, Riley, Jr., also kept in touch with William and their father. Riley, Jr. lived for the most part in San Diego Co., California and died in 1939.

It is unknown if William married.
