Simion was born in Saratovka, Russia. He is the son of Merkell Simion Loskutov (abt 1823-after 1864) and Anna Losev (bef 1825 - after 1864). His mother was born in Saratov, Russia and his father was born in Saratov, Guberniya, Russia. Simion is one of ten known children: Peotr, Ivan, Andrei, Trofim, Vasily, Mikifer, Hema, Simion, Khima, Maria. All but two remained in Russia. Simion and his brother Trofim immigrated to America.

Family emmigrated from Russia to the United States in 1906, took 90 days of travel. Daria tended children for 10 cents per child. All family dead by 1981.

Simion married Dadeya Nikali Buchnoff (1858-1936) before 1882 in Russia. They had ten known children: Mary, John, William, Jack, Markel, Nikalai, Alexai, Emma, Hanya, Matrona.

Sadly, Simion was in America only two years.
