Etoile Elaine Steglich was born September 30, 1942 to Louie E. and Edna Etoile (Beard) Steglich in Temple, Texas. She graduated from Bartlett High School in May of 1961. She also graduated from Texas Woman's University on May 30, 1965 with a Bachelor of Science degree. Etoile began her teaching career at Avenue D Elementary School in Killeen, Texas. While there she taught the fifth grade (1965-70) and fourth grade (1970-71) and she completed her Master of Education degree, which she received from Texas Woman's University in 1970.
