He was born on October 18, 1934 in Anderson to Robert and Crystal (Westervelt) Manghelli. Duke graduated from St. Mary's High School in Anderson in 1953 where he was a basketball star. He also attended Ball State in Muncie and played basketball there as well. Duke retired in 1979 as a First Sergeant after 24 years with the Indiana State Police. He then began a second career as the Madison County Risk Manager from 1979 to 1997. He was a former member of the Alexandria Elks Lodge-#478 and the Fraternal Order of Police. To say Duke was an avid fan of athletics would be an understatement. Duke not only participated personally in basketball, softball, baseball and track, but coaching his daughters and grandchildren in their chosen sports as well. He loved racing, both Indy 500 and NASCAR. He also enjoyed fishing, boating and time spent at the lake, as well the "wind therapy" on his Gold Wing. Duke was devoted to his family and his community, and his presence and influence will be missed greatly.

A Celebration of Life Memorial Service honoring Duke's life and legacy will take place at 7 pm on Sunday, June 5, 2016 in the Owens Funeral Home, 412 North Harrison Street, Alexandria. Pastor Jerry Young, Sheriff Scott Mellinger and a chaplain from the Indiana State Police will officiate at the services. A gathering and sharing time will take place from 4 pm to 7 pm prior to the services.
