Jacob was born 21 August, 1882 in Briery Branch, Virginia and lived there his entire life. He was the son of Peter William Wheeler and Lydia Margaret (nee Lee) Wheeler, and united with the church at an early age. Jacob worked as a laborer and was considered a kind neighbor that was always ready to help any worthwhile cause in the community. Jacob married Sadie Mae Howdyshell on 14 November 1909. In the early 1900s, Jacob worked as a cook with Sadie at the Barks Camp at Home Quarry. They later went to Keezletown to work for Barney Keezle on the Keezle farm. In the 1930s, Jacob worked at the CCC Camp. He helped with the trails and helped to build roads for the state and county. Jacob would pick up jobs where he could get a days work. Jacob had been ill with myocarditis (inflammation of the heart) for two years prior to his death. His condition became critical for a week prior to his passing. He was admitted to the Rockingham Memorial Hospital on Saturday 6 Nov and passed away at 7:45am on Sunday, 7 November, 1948.
