Jesse was born on December 18, 1907 in Manhattan's Fourth Ward. He was the son of Francesco and Caterina (nee Giaconia) Torregrossa. His parents immigrated from Sicily to the United States in the late 1890s. Francesco and his brothers operated a macaroni manufacturing facility in the Fourth Ward called Torregrossa Brothers. The family moved to the Dyker Heights section of Brooklyn, NY in the late 1910s.

Jesse married Teresa Lipani on September 20, 1930. The wedding took place at St. Rosalia's R.C. Church in Brooklyn, NY. They had two children, Catherine (b.c. 1931) and Jesse, Jr. (b.c. 1933). Jesse worked in the banking industry during the 1930s and 1940s. In 1930 he was employed as a Clerk for First National. In 1940 he worked as a Foreign Clerk in the banking industry.

In 1990 Jesse lived in the Bronx, New York until his passing in 1991. He and Teresa are interred in St. Jeromes in Vermont.
