On August 23, 1946, a beautiful daughter was born to Curtis and Loretta Leathers in Tullahassee, Oklahoma. She was the second youngest of fifteen children. During her younger days as a little girl, her parents gave her and her brother Leon nicknames as Thunder to Leon and Lightning to Elaine. She attended Tullahassee School District until moving to Tulsa, Oklahoma. her high school years were spent at Booker T. Washington. She graduated a Mighty Hornet in 1964.

Elaine spent her leisure time, travelling, writing poetry, sewing, cooking, delicious meals and spending time with her grandchildren, and going to the Casino. She was a hard worker and believed in giving to charity. She made many sacrifices for her family and gave selflessly of her time. Elaine spoke with great wisdom and because of her love for people, she never met a stranger. She was known as peacemaker, she always treated everyone with kindness and respect. Over the years, Elaine attended church at Church of the Living God #3 and St. Andrew Baptist Church with her husband Julius Sloan.

Elaine believed in working and was never afraid of a challenge. Through the years she worked at Tulsa Police Department as a receptionist, and worked as a bus driver for Tulsa Public Schools. Before her passing, Elaine was employed with Hillcrest Medical Center for 13 years and also worked in the Kaiser Building as a Rehabilitation Specialist.
