Charles F. Courtney, Jr. was born in Reading, Berks County, Pennsylvania on 14 September 1900. He was the son of Charles Francis Courtney, Sr. and Annie (Minnich) Courtney. The younger brother of Gertrude (Courtney) Moore, the two were the older siblings of Helen Courtney. Their youngest sibling - a brother born in 1904 - died in childhood.

Raised in the Reading area, Charles - or "Cholly" as he was known to friends and family - became a wire chief at the age of 20 for the telephone company. By 1930, he was working as a salesman for the Reading Iron Company.

Cholly married Catharine Rebecka Snyder on 12 July 1947. He often referred to her as "Kitten" - or "Kit", for short. They resided together in Lancaster, Pennsylvania until his untimely death from a heart attack in 1950.

His ashes remained with Kit until her death in 1995, and then with another family member until his remains were interred in a niche with Kit and her two sisters, H. Corrine Snyder and Lillian E. Snyder, at the Columbarium in Charles Evans Cemetery in Reading, Pennsylvania. (Each individual's remains are separate, but the urns are housed together.)
