Charley was the son of Elijah Keen Burt and Logenia Hastine (Jean) Schrimpshire Burt. He was named in part for his uncle Franklin O'Banion Burt. He was a textile worker. He worked at Stonewall Cotton Mill, Laurel Cotton Mills and Alden Mills in Meridian, MS. He married Velma Lewis 25 June 1918 in Clarke County, MS. They had 8 children.
Charley loved to fish and always had a smile.
Charley and his brother Alphus married sisters.
Charley and his brother Sam died on the same day, in different states.
