Simon K. (Lou) Carroll, retired city water superintendent, was dead on arrival yesterday afternoon at Memorial Hospital. He was 71.

Mr. Carroll began working for the city April 7, 1936 as city plumber. The title was changed in 1955 to water distribution and maintenance superintendent and again in 1960, to water superintendent. He retired August 31,1961, after over 25 years service.

More recently, he was associated with his son, Thomas E. Carroll, in the Carroll and Clites Engravers firm, and resided at 17 Wempe Drive.

Born in Midland, he was a son of the late James P. and Margaret (Kenny) Carroll and had resided in Cumberland 55 years. He was a veteran of World War I.

Mr. Carroll was a member of St. Mary's Catholic Church; the Holy Name Society; Knights of Columbus Cumberland Council 556; Chief Justice Taney Fourth Degree; BPO Elks Lodge 63 and the American Legion Post 13.

He is survived by his wife, Margaret E. (Winner) Carroll; his son; two daughters, Mrs. Margaret Lucas, Riverdale, and Mrs. Eileen Clarke, city; four brothers, John E. Carroll, city; James G. Carroll, St. Augustine, Fla.; Thomas O. and Paul V. Carroll, Baltimore; three sis¬ters, Miss Agnes Carroll, Mrs. Margaret Stevens and Mrs. John F. Blake, city, and 12 grandchildren.

The body is at the Scarpelli Funeral Home where friends will be received from 2 until 4 and 7 until 9 p.m.
