Joseph E. Frank was born in Arbeka, Seminole County, Oklahoma to parents Rev. Tingo and Amanda Jones Frank. He was the oldest of ten children. The Frank's were full blood Creek Indians.

Joseph, his sister, Ella Frank, and his brother, Henry Frank, Sr. married three Geboe siblings. Joseph's wife was Mildred Geboe. Her nickname was May. Mildred and her siblings parents were John Chartis Geboe, a French-Canadian, who was adopted into the Peoria Tribe, and Lucy Bearskin Geboe who was from the Seneca-Cayuga Tribe. The Geboe siblings were born in Wyandotte, Ottawa County, Oklahoma. Ella Frank married John Chartis Geboe, Jr. and Henry Frank, Sr. married Ruby Geboe.

Joseph and Mildred were married in Oklahoma, but the family soon migrated to southern California. They raised their children - two boys and one girl - in the area. Mildred and Joe eventually divorced. She remained in California and Joe returned to Oklahoma.

Mildred passed away in 1988 and she was buried in the Forrest Lawn Cemetery in Covina. Joseph was buried in the Frank/Davis Cemetery in Seminole County, Oklahoma. Nis headstone no longer exists. Several of the headstones in the cemetery have been destroyed over the years from the elements.
