Jubal Alonzo Foster was born in Lockport, New York to Joseph Payson Foster and Elizabeth Thurston Foster. He came overland to California during the time of the Gold Rush of California. In census records he is listed as a Saloon Keeper as well as County Clerk of Calaveras County. He held offices in the county for 23 years including Clerk, Recorder, and Auditor. He was County Clerk at the time of his death. He married Susan Nancy Hulett on January 1, 1852 and had 4 daughters Clara, Annie, Mary Belle, and Suzie. Susan passed away in 1874. He then married Janie Augusta Mercer on June 4, 1876. They had 4 children Alonzo Mercer, Margarite Agnes, Laura Ruggles, and Zelma Augusta.
He was a member of the Masons. Per records for the Calaveras Lodge No. 78 Free & Accepted Masons Jubal Alonzo Foster was initiated on December 16, 1869, passed to the degree of Fellowcraft on January 13, 1870 and raised to Master Mason on February 10, 1870. He was 39 years old when initiated and his occupation was listed as "Officer"
