Jesse Bell, a son of Hannah (née Finch) and John Bell, senior, was born in Belmont County, Ohio. The Bell family moved in fall 1817 to Richland County, Ohio, and settled in Blooming Grove Township.

Jesse Bell and Alletta Wooley were married reportedly on 9 December 1824 near Plymouth, Richland County, Ohio (marriage record not extant).
