Michael was the son of James and Elizabeth A. (Johnson) Hoover. He had 4 siblings by his father's first marriage: Sarah, Esau, Margaret Catherine and Alice. He had four 1/2 siblings by his father's second marriage: Mary Ellen, Ansel, Jasper and James. He married Utah Elizabeth (Wilson) and together they had 7 children:
