James' parents were James and Sarah Jane (Murphy) Woodruff Hoover. He married Mary Elizabeth (Mann) on Mar 1, 1897 in Adville, Plymouth County, Iowa. Together they had 5 children: Ray, Minnie Ophelia, Pearl Pauline, Albert Ansil and Pheobe Hoover.

Castle Rock, June 8, James E. Hoover, 63, died in his home here last night after a long illness. He was born March 29, 1875 at LeMars, Iowa, and was married on March 1, 1897, at Merrill, Iowa. He had lived at Ostrander and here 32 years, following woods work.
He is survived by his widow, Mary; two daughters, Mrs. Minnie Howell and Mrs. Pearl Tippery; a son Albert; 11 grandchildren and two great grandchildren, all here; a bother, Ansel Hoover, Omaha, and a sister, Mrs. Mary Reed, Colorado Springs, Colo.
Funeral services will be held Friday at 2 p.m. in the Hubbard funeral home chapel, the Rev. Edward R. Rogers officiating. The Eagles of which he was a member, will have charge of graveside services in Hubbard addition to Whittle cemetery
