WILLIAM DIXON BOGGS
William Dixon Boggs, 59, a Foreign Service officer who retired in 1989 as senior foreign service inspector, died May 19 at his home in Rome after a heart attack.
Mr. Boggs was born in Wheeling, W.Va. He graduated from West Virginia University and served in the Army in Thailand from 1954 to 1956. He received a master's degree in international relations from Johns Hopkins University's School of Advanced International Studies.
He began his career in the Foreign Service in 1960 and served in a variety of assignments in Washington and overseas. These included duty in Brussels, where he had been an economics officer and later a political officer with NATO, in Saigon, and in Bordeaux, France, and Canberra, Australia.
From 1978 to 1981, Mr. Boggs served in the State Department's Bureau of Public Affairs, where he was deputy office director, office director and senior deputy assistant secretary. In this capacity he made more than 300 public appearances across the country speaking on U.S. foreign policy. He received a Superior Honor Award in 1980.
Mr. Boggs was in The Hague as minister counselor and deputy chief of mission in the U.S. Embassy from 1981 to 1983. From 1984 until retiring in 1989, he was senior foreign service inspector. He conducted 70 inspections.
His marriage to Rein T. DuPont ended in divorce.
Survivors include his wife, Nora Boggs-Stehouwer, counselor at the Dutch Embassy in Rome, whom he married in 1990; three children from his first marriage, Heidi Katrina Boggs and John Thomas Maria Boggs, both of The Plains, Va., and Christopher Dixon Boggs of Athens, Ga.; and a sister, Carol Lee Charles of Ann Arbor, Mich.
