Son of David and Mary Ann (nee Sabin) Jones. Born in Hamilton, Butler Co., Ohio. He got his middle name from being named after the "Ogle" family who had been close friends. His older sister, Minerva, was named after "Minerva Ogle" also honoring the "Ogle" family. Frank moved to Missouri a year later than his family because he stayed in Ohio to complete a carpentry apprenticeship.

Frank was married in Cole Co., Missouri, on Oct. 12, 1884, to Susan Mariah Ewens. Followed in his father's footsteps, Frank was a farmer in Callaway County. Together Frank and Susan had four children, Harriette Anne, David Samuel, Mary Louise, and Margueritte Elizabeth.
