Eula was born to Thomas Franklin and Frances (Pettiford) Phelps. She spent her happy childhood years and attended school in Pope County. She later attended Bloomington Teachers College where she received her teaching degree. Eula's first school was Stoney Point in the Waltersburg District. Eula spent only her weekends at her home in Golconda. She boarded with the Shoemaker family during the week. Eula married Jesse Douglas on March 4, 1912. They became the parents of Louise, Frances, and James Robert. Eula was devoted wife, mother, teacher, truant officer, city clerk, and worked alongside her father, as needed.
