Thomas Franklin was born to Thomas James and Ellen (Anderson) Phelps. His siblings were Jacob David "Philes", Margaret, Amanda, and Sallie. At the age of 22 years, he was united in marriage to Frances B. Pettiford at Glendale, IL. To this union were born four children, J. Arthur, Eula May, Ruby Fay, and Effie. Mrs. Phelps died in 1898 and two years later Thomas married Dora A. Murphy. Thomas lived in Pope County all of his long life. He spent his early years in farming and stock raising on a farm. He then was chosen Sheriff of his County for two four year terms and was chosen County Treasurer for four four-year terms. He served the public for 24 years. Thomas was a typical modest, unassuming in his mannner, little disposed to disputation or argument and maintained a friendly attitude to all with whom he came in contact. Thomas was admired and trusted. He was a loyal and obliging friend.
