Esther Louisa Painter, daughter of Charity Jane (née Painter) and John Wesley Painter, was born on 30 December 1895 on her family's farm in Condit Township, Champaign County, Illinois.

Esther L. Painter and Robert T. Moore, both of Condit Township, were married on 9 October 1917 in Urbana, Champaign County, Illinois. The couple became the parents of five children.

Esther Moore was active in the United Methodist Church, the American Legion Auxiliary, and was a Gold Star mother.
