Jessie Bell Painter was the adopted daughter of Charity Jane (née Painter) and John Wesley Painter. She grew up on her family's farm in Condit Township, Champaign County, Illinois, about 2 miles south of Dewey.

Jessie Bell Painter's natural son, Mural Richard Painter, born in 1903, was adopted in infancy by his mother's adoptive parents.

Jessie B. Painter and "Jess Bebout," both of Condit Township, were married on 10 October 1911 at her parents' home. The couple had five children. Jesse Beabout died in 1945.

Jessie Beabout and Isaac F. Walters were married on 9 February 1946 in Bartholomew County, Indiana.
